Chelsea is a seasoned litigator and appellate advocate with a demonstrated talent for crafting novel legal arguments in her clients’ favor. Before joining Terrazas PLLC, Chelsea worked for seven years as an Assistant Attorney General in the Tort Litigation Division of the Office of the Attorney General. In this role, Chelsea successfully represented a diverse clientele—including public universities, hospitals, medical schools, high-ranking officials, and law enforcement agencies—in trial and appellate courts across the state of Texas.
Chelsea also has experience in family law, estate planning, and estate administration, having worked in a boutique law firm in the Austin area for two years following her graduation from Baylor Law School.
Chelsea is a proud Longhorn and some of her fondest memories include waiting tables at Jaime’s Spanish Village, one of few then-existing restaurants within walking distance of Darryl K. Royal Stadium, where she served Longhorn football fans on game days during the Mack Brown era (and loved every chaotic moment).

Developed a novel, dispositive defense to federal civil-rights claims brought in state court, which a unanimous Texas Supreme Court agreed with. Rogers v. Bagley, 623 S.W.3d 343 (Tex. 2021).
Successfully reversed denials of dispositive motions on appeal, resulting in rendition of judgments in clients’ favor. Univ. of Tex. Health Sci. Ctr. at Tyler v. Smith, 578 S.W.3d 594 (Tex. Obtained favorable jury verdicts in Travis County and Hidalgo County in cases involving motor-vehicle accidents.
Successfully defended a high-ranking public university official, physicians, and professors against defamation claims in Texas state courts.
Secured dismissals of suits involving premises liability, medical malpractice, workers’ compensation, defamation and motor-vehicle accidents.
Recovered subrogation interests of third-party intervenors in multiple lawsuits, including class-action litigation against a pharmaceutical company.
